Release dates AND Season 3 NEWS!
According to Anime News Network, there has been a confirmation that a
“3rd Barrage” has been green lit for production! In addition, they say that Funimation will re-release Season 1, and the first DVD of Season 2 on August 19th.

According to AnimeNewsNetwork, Funimation has made a deal to distribute a “Select” group of Geneon titles, and among them are Black Lagoon and Black Lagoon: 2nd Barrage (2nd season of Black Lagoon).
No dates or details yet, but it looks like we’ll get to see and hear the Vampire Twins in all their dubbed and original glory on DVD in the USA after all!
